NOAA Launches $13.5M Cooperative Institute to Supercharge U.S. Aquaculture

The U.S. government is making a massive, first-of-its-kind bet on the future of domestic aquaculture.

The National Oceanic and Atmospheric Administration (NOAA) has officially launched the Cooperative Institute Fostering Aquaculture Research and Markets (CIFARM). Backed by an initial $13.5 million (€11.7 million) in funding for its first year, this five-year initiative aims to bridge the gap between world-class science and commercial viability.

Hosted by the University of New Hampshire (UNH) alongside a powerhouse coalition of universities and Sea Grant programs, CIFARM is a direct response to Congress’s push to boost American seafood competitiveness and reduce our heavy reliance on foreign imports (which currently sit at a staggering $24.2 billion annually).

Where the Research is Heading

CIFARM isn’t just about lab work – it’s focused on real-world solutions to help you scale, optimize, and protect your operations. Researchers will be tackling:

  • Next-Gen Tech: Implementing Artificial Intelligence (AI) and advanced engineering for smarter farming.
  • On-the-Water Trials: Marine aquaculture demonstration projects.
  • Risk Mitigation: Better environmental forecasting, observations, and vulnerability analysis.
  • Commercial Growth: Deep-dives into seafood markets research to help American producers get more seafood onto American plates.

The Big Picture

This launch comes amid a broader, coordinated push by the federal government to uplift coastal economies and create jobs through aquaculture, hot on the heels of the USDA’s recently established Office of Seafood. For domestic producers, this means more resources, better data, and a much stronger seat at the table.
